Google+ doesn't provide any means to export user posts apart from using its API. This is a convenience tool that creates an RSS feed so it can be easily integrated with other services. An example of what you get.
There are many services that allow you to publish on Twitter, Facebook or Linkedin from an RSS feed. Popular ones are ifttt (recipe for Twitter), dlvr.it and TwitterFeed.
Pro tip These services check feeds regularly but if you don't want to wait many of them also allow you to check them manually.
This is a good option if you are already using a feed reader (like Google Reader), follow few users and don't want to open Google+ site to see what's new.
Unfortunately this tool exports a title for every post but not a body, so you probably want to use other similar services which do include it like Google+ to RSS or PlusFeed.
